APPLICANT REQUESTS THAT:
A review is conducted for any awards or decorations he is entitled
to and to update his DD Form 214, Certificate of Release or
Discharge from Active Duty, to reflect the following awards:
1. Global War of Terrorism Medal-Expeditionary (GWOT-E).
2. Iraqi Campaign Medal (ICM) (Administratively Resolved).
APPLICANT CONTENDS THAT:
He deployed to Iraq for six months and these awards were
accidentally omitted from his record.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
On 8 Sep 09, the applicant initially entered the Regular Air
Force.
On or about 26 Dec 10, based on travel orders provided by the
applicant, he was ordered to proceed from his home station, to
Iraq, and return to his home station, for period of 179 days.
On 7 Sep 13, the applicant was furnished an honorable discharge,
and was credited with four years of active service, which included
four months and two days of foreign service.

primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request for the
GWOT-E, indicating there is no evidence of an error or an
injustice. Initial award of the GWOT-E was limited to personnel
deployed abroad to specific geographic areas of eligibility in
support of Operation ENDURING FREEDOM (Afghanistan) or Operation
IRAQI FREEDOM. However, the creation of the Afghanistan Campaign
Medal (ACM) and the Iraq Campaign Medal (ICM) changed the
eligibility requirements for some personnel. Personnel who
qualify for a campaign medal (ACM or ICM) and the GWOT-E during
the same deployment period of service shall be awarded either the
campaign medal or the GWOT-E, but not both. After a review of the
applicants personnel records and Defense Finance and Accounting
Service records, the applicants deployment to Iraq meets
eligibility criteria for the ICM with one Bronze Service Star (ICM
w/1BSS). Further, the applicants service dates in Iraq are past
the award inclusive dates for the GWOT-E, rending him ineligible
for the award; therefore, to grant relief to award the GWOT-E
would be contrary to the eligibility criteria established by DoDM
1348.33, the Secretary of the Air Force, Chief of Staff, and/or
the War Department.
Additionally, based on the documentation contained in the
applicants record, he meets the eligibility criteria for the Air
Force Expeditionary Service Ribbon with Gold Border (AFESR w/GB)
and it was not reflected in his records. Upon final board
decision, the applicant's official military personnel record will
be administratively corrected to reflect the ICM w/1BSS and the
AFESR w/GB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluations was forwarded to the applicant
on 10 Oct 14 for review and comment within 30 days (Exhibit D).
As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting
correction of the applicants records to reflect his entitlement
to the GWOT-E. We took notice of the applicant's complete
submission in judging the merits of the case; however, we agree
with the opinion and recommendation of AFPC/DPSID and adopt its
rationale as the basis for our conclusion the applicant has not
been the victim of an error or injustice. However, we note
AFPC/DPSIDR has determined the applicants eligibility for the ICM
in lieu of the GWOT-E. Additionally, the applicant has met the
eligibility criteria for the Air Force Expeditionary Service
Ribbon with Gold Border (AFESR w/GB) and his records will be
administratively corrected. Therefore, in the absence of evidence
to the contrary, we find no basis to recommend granting relief
beyond that rendered administratively.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
